Org. Setting and Reporting
The Senior Advisor reports to the Executive Secretary and supports him/her in all aspects of the operation and overall administration and management of the ICSC secretariat and in ensuring that the strategic goals of the Commission are met and implemented.
Responsibilities
Supports the Executive Secretary and Division Chiefs in the development, formulation and planning of the programmes of the secretariat; Identifies, through discussion and collaboration with division chiefs, priorities for the preparation and implementation of the annual work plan of the secretariat; Identifies resource requirements; Formulates and drafts the work programme of the secretariat, for the perusal and approval of the Executive Secretary; Monitors the quality and timely delivery of work products as set out in the decisions taken by the Commission.
Undertakes collaborative initiatives with the Executive Secretary and division chiefs to identify and report on trends and developments within the common system; Coordinates research and reports on innovative practices and policies in the private and public sectors of member states; researches and proposes to the Commission, innovative human resources policies and practices, for application in the common system in anticipation of emerging needs.
Manages the Administrative unit of the secretariat; Coordinates financial and budgetary matters and monitors the preparation of the Commission’s biennial budgets; replies to queries from internal and external auditors; Supervises and manages the work of the Information Technology unit and the Registry; Ensures that the content of the ICSC website remains current, technologically advanced and facilitates interactive usage as appropriate; Oversees the development and maintenance of the ICSC electronic library for internal use; Ensures that all reference materials, including the Compendium of ICSC Recommendations and Decisions, are updated in a timely manner, are accurate and readily available for internal and external use.
Supports the Executive Secretary in the preparation of Commission meetings by drafting provisional agendas for the Executive Secretary’s approval and coordinating the preparation, translation and production of session documents; Prepares position papers, briefing notes, talking points and other documents; Coordinates and finalizes inputs for the Chairman’s/Vice Chairman’s statements, speeches etc. to the Commission, Fifth Committee and other bodies.
Assures that the Commission and its mandate are clearly and consistently presented in all oral and written communications to promote and project a positive image to stakeholders; Ensures follow-up of the implementation of resolution and decisions of the Commission; Facilitates dialogue, promotes improved collaboration and cooperation with stakeholders and interlocutors by developing and maintaining strong working relationships and partnerships with entities such as CEB/HR Network, staff representative bodies and the JIU; facilitates uniform interpretation and timely implementation of the Commission’s decisions and recommendations; Monitors the work of the UN and ILO Tribunals on issues of interest to the Commission; Participates as designated by the Executive Secretary, in working, groups, task forces and other meeting as needed.
Competencies
Knowledge of human resources policies, practices and procedures;
Thorough knowledge of management principles; demonstrated ability to manage staff and resources and to motivate a team in a multicultural environment;
Good understanding of the broader HR operations and requirements of the various parts of the common system;
Ability to identify and develop key strategic issues and prioritize activities and to proactively develop strategies to accomplish objectives;
Ability to work collaboratively with colleagues to achieve organizational goals and to foster an environment which promotes openness and teamwork;
Good interpersonal skills; Ability to communicate effectively both orally and in writing.
Education
Advanced university degree (Masters or equivalent) in public or business administration, management, economics, social sciences or human resources.
Work Experience
A minimum of 10 years HR management experience; Experience in management positions is required; Experience in budgetary and financial management is required.
Languages
Fluency in written English or French with a good working knowledge of the other is essential.
Assessment Method
Qualified candidates for this position may be called for a substantive assessment and an interview.
Special Notice
The position carries a net remuneration of approximately US$ 130,055 for those without dependants and US$ 139,994 for those with dependants at Step I of the grade. Appointments from outside the United Nations common system organizations are normally at Step 1 of the grade. Other allowances such as education grant for eligible dependant children, rental subsidy, etc. may also apply. Acknowledgement will be sent only to short-listed candidates.
